CGNAT

Carrier-Grade NAT (CGNAT) lets an ISP share one public IP address among many customers to conserve addresses. It usually goes unnoticed, but it can break port forwarding, self-hosted servers, some game hosting, and certain VPN setups. If you need a reachable address, ask the provider for a dedicated or static public IP.
